GIRLS 12 A SIDE AFL RULES - 2016

PLAYING AREA
  1. A rugby field using existing posts as goals and adding markers as behind posts
  2. If an Australian football ground is used, it should be approximately ½ to ¾ of the normal ground.
THE TEAM
  1. The team shall consist of a maximum of 12 players and any number of reserves.
  2. Interchange of players may take place at any time, however if they go back on the field they should stay in the formation that they came off.
  3. The team shall consist of three forwards (identified by wearing braides), three half forward line  players, three half back line players and three back line players.
  4. Each row of four players should move positions at the end of each quarter (eg: full backs move to half backs, half forwards move to forwards, etc).
PLAYING TIME
  1.  4 x 12 minute quarters.
START OF PLAY
  1. The game shall be started by a ball up in the centre of the ground between two players only from either the half forwards or half backs.
  2. The players contesting the ball up should try to be of equal height.
  3. A player must not grab the ball at ball ups and play on. They must knock, palm or punch the ball and cannot play the ball until it has been touched by another player.
  4. Players should be encouraged to stay in their approximate  zones.
  5. After a goal, the ball is taken to the centre and restarted.
  6. If a point is scored, one of the opposition full backs shall kick the ball in from the goal square or up to 10 metres out from goal.
OUT OF BOUNDS
  1. When the ball goes out of bounds by either foot or hand, the nearest opponent shall kick the ball in. The player must not kick for goal from an out of bounds kick in.
  2. If there is a doubt as to which team forced the ball out of bounds, the umpire should throw the ball up.
CONTACT
  1. A defender must touch the player with the ball with two hands. It should be emphasised to players that there is no tackling or slinging to the ground and you cannot push the opponent     in the back. When the player is touched they have approximately 2 seconds to dispose of the ball by either hand passing or kicking the ball. If the person with the ball holds the ball too        long after being touched or drops or throws it, then they shall be penalised for ‘holding the ball’.
  2. A defender cannot snatch or grab the ball out of an attackers hands.
SHEPHERDING
  1. A player is permitted to shepherd an opponent as long as they are within 5 metres of the ball.
SCRIMMAGE
  1. In general play no more than 3 players from each team shall be closer than 5 metres at each ball up.
MARK
  1. Any player catching (marking) the ball directly from the kick of another player, provided the ball has travelled at least 10 metres and not touched in flight, shall be awarded a mark.
BOUNCING THE BALL
  1. A player in possession may bounce the ball or touch the ball on the ground only once. A player must bounce the ball after running 10 metres.
KICKING OFF THE GROUND
  1. A player is not permitted to deliberately kick the ball off the ground.
SCORING
  1. 6 points for a ball that is kicking through the middle uprights by the attacking team without being touch
  2. 1 point for any ball that passes through the outside uprights by either the attacking or defending team off any part of the body

AUSTRALIAN FOOTBALL LEAGUE RULES – 2016.

  1. All rules will follow those set down by the Australian Football League (a booklet is available from the NSW/AFL Telephone: 9552-055). A summary is also set out below.
  2. Games should be played in 4 x 15 minute quarters. (1min break ¼, 5min ½ time and 3min ¾
  3. Each school should provide an umpire, a goal umpire and a boundary umpire (if possible). Field umpires should confer with goal umpires at each break to confirm the correct scores.
  4. A team consists of 18 players on the field with a maximum of  7 interchange players (25 total). When interchanging, the player entering the field of play must wait until the substituted player is completely off the field of play. Play however, does not need to be stopped.
  5. The field should be of oval shape with goal and behind posts. If this is not possible the two coaches need to agree on modifying rules such as the number of players, out of bounds, no kicking off the ground, etc.
  6. Normal Kuring-gai Zone send-off and suspension rules apply
 RULE SUMMARY
  1. KICKING - A goal can only be scored by a kick. A mark can only be taken after the ball has been kicked at least 10m.
  2. MARKING - A mark is when the player catches the ball on the full and held for ‘a reasonable time’ from an untouched kick more than 10m away. The player can then either play on or bring the ball back and halt the game while they take a kick.
  3. HAND PASSING - The player must hold the ball in the palm of one hand and strike with the clenched fist of the other hand. The ball cannot be struck with an open hand nor may it be thrown in the air and hit with a fist. Throwing the ball is also illegal. If the ball is not handballed correctly a free kick is awarded to the nearest opponent.
  4. TACKLING - A player may be fairly met or checked by an opponent by the use of a hip, shoulder, chest, arms or open hand, provided the ball is not more than 5m away. The tackle may be from the front, side or behind, provided it does not thrust forward the player with the ball. Only a player with the ball can be held and then only below the shoulder and above the knee. Once a player is held, he must handball or kick the ball immediately otherwise he is deemed to be ‘holding the ball’ and a free kick is awarded to the tackler. If the umpire believes that the player in possession of the ball has the ball pinned to his body, the ball will be bounced (a ball up).
  5. RUNNING - The player on the run must bounce the ball or touch it on the ground at least once every 15m, whether running in a straight line or turning and dodging.
  6. SHEPHERDING - A player can be shepherded by an opponent provided the ball is not more than 5m away. A free kick is awarded against a player who shepherds and opponent in the face, head, neck or shoulder. A free kick is also given if a player attempts to shepherd a player who is in the air attempting to mark the ball.
  • A further infringement after a free kick can incur a 50m penalty.

General Information for Coaches
 
Scoring points:
It is suggested that the following points will be allocated:
  • 3 points for a win
  • 1 point for a loss
  • 0 points for a team who forfeits a game.
  • If neither team has a team, 0 points are allocated to each team.
  • Team Structure:
  • Can be Any combination of 4 students - male/female/mixed in each grade A,B,C D – NOT MALE & FEMALE ONLY.
Other information:
If the tournament is to be enjoyed by both students and coaches, some simple rules need to be followed.
  • Students who are not playing at the time are to stay away from the perimeter of the courts where the games are taking place. This makes the games safer and gives the coaches a better view of what is taking place on the courts.
  • There needs to be one coach in charge at each venue. His/her job is to start the games and rotate the teams with minimum waste of time.
  • Any extra time at the end will be used as social games.
  • Each coach needs to make sure that students are ready to play when their turn comes up. This avoids waste of time between games.
  • Each coach needs to prepare four students to act as scorers. These keep the score when their school is not competing at the time.
  • A copy of the score sheet is provided. Please make extra copies for future use.

BASKETBALL RULES - 2017
 
TEAM SELECTIONS AND CHANGES
  1. Schools should aim to field teams for all grades. In circumstance where teams cannot be fielded for all grades they should be allocated to the grade most suitable for the majority of the teams skill level.
  2. When selecting teams coaches should ensure that each team are the correct age and skill level for the grade they are placed in.
  3. A player may be moved up or down in basketball only in the first TWO rounds of each season as stipulated in the zone guidelines for grade sport (s8).
  4. Substitution players from lower divisions are acceptable if you only have 5 players. Substitution players must be from a lower division and discussed with the opposing teams coach. For example, if you are in B’s player you can play up into A’s but not down to 9-10’s (C’s)
  5. Once a substitution player has played 3 games in an upper division they must remain in that competition for the remaining season.
  6. Discuss any substitution players with opposing coach before game commencement. Players must be from a lower division For example, if you are in B’s player you can play up into A’s but not down to 9-10’s (C’s)
  7. In one specific afternoon of a player can participate in two games of graded sport only if the movement of the player is from a lower to a higher grade if there are not enough players in the higher grade (i.e. Less than 5). Coaches should be aware of player eligibility in their respective teams.
  8. For semi-finals and finals, players must have played a majority of rounds (more than 50%) in a grade to be eligible to play in the semi-finals or finals. (E.g.: for a 6 or 7 round competition the requirement would be 4 games, for 10 rounds, the requirement would be 6 games).  Where quarterfinals are to be played, to be eligible a player must have played the majority of games.

PROCEDURES

  1. Player’s names should be placed on the KZSSSA running score sheet (prior to arrival to save time). Each player should be in the correct school sports uniform or school basketball uniform. Uniforms should be numbered. Players without jerseys should have numbers marked on their arms with a marker.
  2. Games will use a running score sheet and where applicable both sides are represented for bench duty with at least 1 official KZSSSA running score sheet and the other the electronic scorer. The scoreboard will be the final score - unless the referee knows the error. The referee will finalise and amended the score on the KZSSA running score sheet.
STANDARD ROUND GAMES
  1. Games are to start as close as possible to 1.00pm time should be equally split between both teams/grades, determined by the two coaches before the game starts.
  2. One adult badged referee will be employed for the A and B grade games. Yr. 9/10 (C grade) and Girls games should be refereed by a capable student or teacher. The onus is on the two challenging teams to decide who will referee.
  3. Normal halves should be 15mins.  However this time should consider the visiting schools departure time. Discuss the amount of game time your school is able to play.
  4. Once the game begins, the running clock will apply at all times.
  5. There is NO overtime, all games remain a draw
  6. Minor grades MUST be played first if the venue is shared between two grades. E.g. B’s before A’s and Yr9/10 (C grade) before the Open Girls.
  7. After each game both schools are to inform their sports coordinator of the games outcomes in the manner they have recommended so all scores return back to the zone.
  8. 1 minute break between halves.
SEMI & FINAL GAMES
  1. At least one adult badged referee (preferably 2) should be employed for the final in ALL grades. The onus is on the convenor to organise badged referees for both grades.
  2. A final should be 20 minutes (a minimum of 15 minutes) per half plus allowance (30 seconds) for time-outs. The last minute of play will be fully timed. 
  3. In an event of a draw teams will become joint premiers.
  4. 1 minute break between halves.
MERCY LAW
  1. Once a team is being beaten by 25 points, the losing coach can approach the opposing coach and call mercy at any point hereon.
  2. The coach calling mercy takes the loss for that round.
  3. The time and halves remaining will continue to be played but the scores will not be adjusted (they will remain at the mercy call until the end of game).
REFEREES (CODE OF CONDUCT)
  1. Referees must not be swayed or biased in their calls but can reverse an incorrect decision.
  2. Referees may call a timeout if a player is injured or there needs to be a break in play for the benefit of the referees.
  3. One referee must touch the ball before it is put into play in Semis and Finals. In round games where there is only one referee this rule is subject to the referee of that game.
  4. The whistle is blown for all violations but is not used after a basket is scored.
  5. Knowledge of the fundamental rules such as the travel rule and rudimentary concepts of fouls are essential to any teacher or student who will referee basketball games.
PLAYERS, COACHES & TEACHERS (CODE OF CONDUCT)
 
  1. Bad language, intimidating or arguing with referees will not be tolerated from students, teachers or coaches.
  2. Any ruling by the referee is only to be discussed politely by the coach or court captain (perhaps for an interpretation of the rule) but he cannot dispute the decision and must never be done in a belligerent fashion (otherwise a bench technical foul will result).
  3. Students involved in fighting will be ejected from the game immediately with potential 2 round game suspension and in school disciplinary action.  
  4. Breaching of these 2 rules will immediately result in a technical foul to the offending team.
  5. If there are unnecessary delays (such as slow substitutions) charge the team with a forced team “team-out”.  If there are no time outs left: charge the coach with a Technical Foul (Article 46).
GENERAL RULES
  1. A maximum of 12 players may be on the score sheet with 5 on the court at once. (Teacher Integrity is paramount to ensure students are playing in the correct age group, skill and grade level.)
  2. All infringements result in the ball being given to the non-offending team at the closet point on the sideline.
  3. Players have 5 seconds to put the ball in play and must have a metre distance from the defence.
  4. The ball must be carried or passed over the halfway line within 8 seconds (Article 38).
  5. When a team has control of the ball, all members of that team must not be in the “key area” for more than 3 seconds.  Once a shot is taken or control of the ball is lost a new 3 seconds count begins.
  6. It is a violation to deliberately kick or block the ball with any part of the leg (Article 22).
  7. A defensive player that causes the backboard or ring to vibrate in such a way to prevent the ball from entering the ring is a violation (this will constitute as Goal Tending and the basket will count). (Article 41).
PERSONAL & TEAM FOULS
  1. Players are allowed a maximum of 5 personal fouls in the game.  If they reach this, they must be benched for the duration of the game (a replacement can be made).
  2. Each team can accumulate 7 team fouls in a half.  For any further fouls the opposing team goes to the free throw line for two shots (once the second shot misses then the ball is in play).  Team foul counts begin for each half. Note; if a player of the team in control of the ball commits a personal foul or the team entitled to the ball, no free throws are awarded.
  3. Bad language, intimidating or arguing with referees will not be tolerated from students, teachers or coaches. This will immediately result in a technical foul to the offending team.
  4. Students involved in fighting will be ejected from the game immediately with potential 2 round game suspension and in school disciplinary action.  
  5. Breaching of these 2 rules will immediately result in a technical foul to the offending team.  Please ensure that this is enforced equitably and reasonably.
  6. Technical foul by a player  (Art49) The penalty for a player technical foul is 2 free throws plus possession at mid-court.  Note:  During an interval of play, the penalty for a player technical foul is 2 free throws (Art51) as in one and one situation. (also known as an unsportsmanlike or intentional foul).
  7. Fouls should be called when contact is reasonably severe, affects the play or is intentional.  Use Technical fouls for any misconduct (they count as personal fouls).
  8. A player who hangs on the rim shall receive a technical foul unless for safety to self or others (two shots, ball in play).

SUBSTITUTIONS

  1. Can be made after any foul, jump ball, timeout or after the other team has violated ie; travelled, knocked the ball out of bounds, double dribble etc.
  2. Players should approach the bench to alert the referee of substitution. They should wait at the bench until called in by the referee.
ITEMS NOT ALLOWED ON COURT
  1. ANY jewellery - including watches necklaces and earrings, hard head bands, hair combs, wristbands, casts - long nails (must be trimmed/not sharp)
KU-RING-GAI MIXED BASKETBALL COMPETITION RULES
  1. At the start of the game a team must be represented by at least 2 female and 2 male players on the court. The fifth player can be either male or female.
  2. 4 players may start the game (2 females and 2 males).
  3. No more than 3 players of either sex may be on the court at any one time.
  4. Males cannot jump in attempt to block a female’s shot. They may only raise their hands straight up. Jumping in will be deemed as goal tending and two points will be allocated to the shooting team.
  5. FEMALE players only are allowed access in the restricted (key) area at EITHER END of the court. INFRACTION/PENALTY: Violation side ball to the opposing team.
  6. Any intentional defensive key violation by players is to be treated as goal tending: ie. Automatic 2 points to the opposing team.
  7. After the first warning by the referee further intentional infringements of the above rule be penalised by a technical foul (FOR INTENTIONAL/UNSPORTSMANLIKE CONDUCT) on the offending player.
  8. Player fouls- Male and female players are only allowed 5 fouls.
  9. Unduly rough play will not be condoned, nor will rude or obscene language.
  10. All other rules of basketball will apply as above.
  11. AS THIS IS A SOCIAL COMPETITION WE ASK ALL PLAYERS TO PLAY THE GAME IN A GOOD SPORT MANNER. ENJOY YOURSELVES!

Before the game can start
“Game Timing”
  • Discuss the amount of game time your school is able to play
  • 2x 15 minute halves (or as discussed by the 2 teams; not exceeding 15mins)

Time Outs
  • 1 time out per half, per team
  • The time out runs for 30 seconds only with the clock running (excluding semis and finals)
  • You cannot call a timeout in the last 2 minutes of the game
Scoring
  • If there is a dispute at the end of the game where the scoreboard and the    score sheet do not match, the scoreboard will be the final score - unless the error is known by the referee.
  •  There is NO overtime; all games remain a draw or joint premiers in finals.
 
Mercy Law
  • Once a team is being beaten by 25 points, the losing coach can see the opposing coach and call mercy at any point hereon.
